Devon is one of the best places in the country to buy a native pony. Dartmoor sits at its heart, and alongside the registered Dartmoor pony you will find Exmoor ponies in the north, Shetlands, Welsh sections and a steady supply of well-grown natives bred on farms that have kept ponies for generations. Prices tend to be more reasonable here than in the home counties, and it is common to find honest, well-handled ponies that have grown up out in a herd.
The trade-off is distance. Devon is a big county and the roads are slow — a viewing near Okehampton and another near Honiton can easily be a two-hour drive apart, so plan your day and ask for video before you travel. Ponies raised on the moor are usually hardy, good to catch and unfazed by weather and traffic, but many are sold unbroken or lightly backed, so be clear about how much schooling a pony has actually had rather than assuming.

Often, yes — particularly native ponies bred locally, where supply is good. A proven, schooled first pony still commands a fair price anywhere in the country, because temperament and training are what people pay for.
Further than you might think. Devon is large with slow A-roads, so allow plenty of time and ask for a video and honest answers about temperament before committing to a long trip.
